The Rule V draft will be one round long, and teams will have 24 hours to make their selection or pass. The eligible pool of players (see below) is all ML50s across all teams. If a player is selected, they will be granted to the new team at no cost, but will be upgraded to a ML1 contract. The order of the draft will be:
1. Texas Rangers
2. Brooklyn Dodgers
3. Phoenix Coyotes
4. Chicago American Giants
5. New Jersey Devils
6. Chicago Cubs
7. Montreal Expos
8. Quebec Nordiques
9. Chicago Blackhawks
10. Minnesota North Stars
11. Atlanta Thrashers
12. Washington Redskins
13. Tampa Bay Devil Rays
14. Milwaukee Braves
15. Kansas City Monarchs
16. Toronto Huskies
Note that as new owners, Texas and Brooklyn have been granted the top picks in the draft, with Texas getting the higher selection due to having a lower overall salary.
