ML40/50/1: +$3, optional +$3, making it $1->$1->$2->$4->$8->$11-$14

5. make permanent $1 relief for all players on IL

Implement without vote for league health:
1. true minor leaguers, even with MLB contract in Blitz, can be sent to minors
2. Increase signing bonus to no limit (contract must be at least $1 annually)
3. IP violation results in WHIP/ERA auto loss, other pitching cats can remain wins (2 penalty point remains)
4. Signing bonus contracts down to $1 can be cut penalty free if they're a MLB1
5. new schedule: 45 game season over 18 weeks, playing every team three times. alternating 2 game then 3 game schedules
6. update to new owner policy: new owners can cut an unlimited amount of contracts penalty free during offseason, if they don't participate in the dispersal draft. If a new owner trades for any players under contract during the season they take over, however, those players are ineligible to be cut, and are ineligible for the dispersal draft, meaning that the new owner must keep them on their roster no matter what.
